The narrator was totally blind. A girl got in his train compartment at Rohana. The narrator  tried to conceal his blindness from the girl. He gave her a short description about the beauty of Mussoorie Hills.  He boldly remarked that she had an interesting face. He was amazed to hear her voice and even tried to touch her hair. The girl departed at Saharanpur. A new passenger entered the compartment. The narrator asked him if the girl had kept her hair long or short. The man answered that he had noticed her eyes, not her hair. He said that she had beautiful eyes. But they were of no use to  her. Because she was completely blind. The irony of the situation is that the narrator was trying to hide his blindness from the girl who was also blind.
